In 1986, an international meeting of scientists was convened in Seville by the Spanish National Commission for UNESCO. It adopted a ‘Statement on Violence’ refuting the notion that organised human violence is biologically determined. In other words, humans are not genetically programmed to be violent towards each other. This statement is now known as the Seville Statement. Its core contains five propositions, which set out what doesn’t cause war: 1. We humans haven’t acquired war from our animal ancestors.

Even George Washington, between 1776 and 1783, might have been called a terrorist. ‘Terrorism’ is a pejorative, politically coloured phrase devoid of legal meaning. It also contains the implication that the victims are innocent and unarmed – as distinct from combatants taking part in an armed conflict. But about 90 per cent of the victims of modern conflict are civilians. Indeed, in percentage terms, even more journalists are killed in conflict than civilians. In the current era of warfare, then, soldiers and other military personnel have – in percentage terms – a low rate of casualties.
